These Guidelines apply to all content and activity on Constituency.ie, including case text, comments, attachments, petitions and profiles, for both Private and Public cases.
By submitting a case (Citizens) or creating an account (Representatives), you confirm acceptance of these Guidelines, the Terms & Conditions, Privacy Notice and Acceptable Use Policy.
All Private and Public cases (including titles, descriptions, comments and attachments) are manually reviewed by Constituency before they become visible.
Checks performed: Compliance with these Guidelines and Irish law (defamation, harassment, hate speech), GDPR/privacy (excess personal data), copyright/IP, and safety (threats, graphic content).
Automated + human: Automated profanity/threat detection runs first; a human moderator then approves, requests changes, redacts, or declines.
Where cases appear once approved:
Private cases: Released to the selected Representative’s Kanban (“New”) and to the Citizen’s My Cases dashboard.
Public cases: Published in the Public Cases library and search; the timeline is visible publicly (we do not display personal identifiers).
Edits & redactions: If changes are needed (e.g., removal of personal data or defamatory statements) we will return the submission with guidance. We may redact or decline content that breaches policy or law.
Appeals: Request a review via the in-app Support ticket. Serious risks may be preserved and reported to An Garda Síochána or other authorities.
Audit trail: All moderation actions are time-stamped and logged.
Private cases: Visible only to the selected Representative and their authorised staff. Share only information necessary to progress the issue.
Public cases: Visible on the public website and may be indexed by search engines. Do not include personal identifiers or anything you would not publish publicly. We do not display personal identifiers on public pages.
Your own material (text, images, documents) or content you are authorised to use.
Factual information and good-faith opinions relevant to the issue, location and responsible body.
Spam & solicitation: No advertising, mass promotion, link-farming, pyramid schemes, or deceptive commercial content.
Misinformation: Do not knowingly spread fake news or materially misleading information; correct errors promptly.
Illegal activity: No content that promotes, depicts, facilitates or requests illegal acts (e.g., drug trafficking, human trafficking, criminal damage, extremist propaganda).
Privacy violations: Do not post others’ personal information (e.g., names, addresses, phone numbers, emails, financial details, ID numbers, photos/documents) without explicit consent.
Copyright/IP infringement: No unauthorised use of copyrighted works, trademarks or trade secrets; post only content you own or have permission to use.
Harassment & abuse: No harassment, bullying, stalking, intimidation or targeted attacks.
Hate speech & discrimination: No content attacking a person or group based on protected characteristics (race, religion, sex, sexual orientation, disability, age, nationality, etc.).
Threats & incitement: No threats of violence or incitement to harm or property damage.
Offensive language: Avoid profanity. Our profanity/threat filters may block, redact or remove content.
Graphic/sexual content: No graphic depictions of injury/violence; no explicit sexual content; absolutely no content involving minors or sexual exploitation.
Scams/phishing: No unsolicited messages, scam attempts or social engineering to obtain sensitive information.
Malware & interference: No malware, spyware, credential harvesting, denial-of-service attempts, or attempts to bypass security.
Stay on topic: Keep submissions relevant to the issue, location and responsible authority.
Citizen case limit: Citizens may have up to 10 active cases at any time.
Representative acknowledgement: Representatives should acknowledge new cases within 36 hours (business hours).
Profanity/threat filtering: Automated detection with human review.
Manual moderation: Pre-publication manual checks for all cases; ongoing monitoring thereafter.
ID verification: Manual review of government ID for both Citizens and Representatives; no AI decisioning.
Security measures: Encryption in transit and at rest; mandatory 2FA; logging/monitoring; AWS hosting in Ireland.
Report breaches via the in-app Report link or the internal Support ticket; avoid direct conflict on the platform.
Actions we may take: Content removal, redaction or blocking; account warnings, temporary restrictions or permanent termination for serious/repeated breaches (including one-strike suspension where warranted).
Legal: Preservation and disclosure to An Garda Síochána or other authorities where required.
Appeals: Request review via the in-app ticket; decisions may be upheld, varied or reversed at our discretion.
Public visibility: Public cases and petitions are visible to anyone and may be indexed by search engines. Think before you publish.
No personal identifiers: We do not display personal identifiers on public case/petition pages. Do not include others’ personal data without consent.
Petitions: Support must be genuine; no fake signatures or automation. Petitions that breach policy may be removed.
Moderation & approval: Public Cases and their petitions are subject to manual approval and ongoing moderation by Constituency. Content may be edited, redacted, or removed if it breaches the Guidelines or Irish law.
Reporting: Suspected abuse or manipulation can be reported via the in-app Support ticket or support@constituency.ie.
Purpose: Petitions exist to show public support, create awareness, and share updates on a Public Case. They help bring issues to the attention of local councils, Government departments, the Seanad and Dáil Éireann.
Not a formal submission (yet): Petitions on Constituency.ie are not affiliated with any official or statutory petition process and do not automatically place an item on a council or Oireachtas agenda. Formal integrations may be considered in future.
Who can sign: Only email-verified Constituency.ie accounts may support a petition. Multiple accounts, automated scripts/bots, or fabricated signatures are prohibited.
Public display & privacy: We do not display personal identifiers on public case/petition pages. Do not include others’ personal data without explicit consent.
Authenticity & integrity: Signatures must be genuine and freely given. No incentives, coercion, or mass spamming. We may remove petitions that breach these rules or law.
Moderation & approval: Public Cases and their petitions are subject to manual approval and ongoing moderation by Constituency. Content may be edited, redacted, or removed if it breaches the Guidelines or Irish law.
Reporting: Suspected abuse or manipulation can be reported via the in-app Support ticket or support@constituency.ie.
Your content: You retain rights in your content. By submitting content you grant Constituency a limited licence to host, store, process and display it to operate the service.
Others’ rights: Do not post content that infringes others’ intellectual property. Provide evidence of permissions on request.
Representatives may share case information with relevant agencies solely to progress the case and must ensure lawful processing by recipients.
Breaches may result in content removal, temporary restrictions or permanent account termination. We may preserve and disclose information where required by law or for user/public protection.
