Scope & Acceptance

These Guidelines apply to all content and activity on Constituency.ie, including case text, comments, attachments, petitions and profiles, for both Private and Public cases. By submitting a case (Citizens) or creating an account (Representatives), you confirm acceptance of these Guidelines, the Terms & Conditions, Privacy Notice and Acceptable Use Policy.

Core Standards for All Users

Accuracy: Provide information that is true to the best of your knowledge. Identity: Use your own identity. Government ID verification is mandatory and manually reviewed (no AI decisioning). Security: Keep credentials confidential and enable 2FA. Respect & Lawfulness: Be respectful and comply with Irish law.

Submission Review & Publication (Manual Approval)

All Private and Public cases are manually reviewed before becoming visible. Automated profanity/threat detection runs first; a human moderator then approves, requests changes, redacts, or declines. Moderation actions are logged and time-stamped.

Public vs Private Cases

Private cases: Visible only to the selected Representative and authorised staff. Public cases: Visible publicly and may be indexed by search engines. We do not display personal identifiers.

Content You May Post

Your own material or content you are authorised to use. Factual information and good-faith opinions relevant to the issue.

Prohibited Content & Conduct

No spam, harassment, hate speech, threats, misinformation, copyright infringement, scams, malware, or illegal activity. No posting of others’ personal data without consent. No graphic violence or explicit sexual content.

Relevance, Limits & Responsibilities

Stay on topic. Citizens may have up to 10 active cases. Representatives should acknowledge new cases within 36 hours (business hours).

Data Protection & Privacy (GDPR)

Process personal data lawfully and transparently. Share only the minimum data necessary. Representatives act as Controllers for case content; Philoware Limited acts as Processor.

Platform Safeguards

Manual moderation. Profanity/threat detection. ID verification (manual). Encryption, 2FA, AWS Ireland hosting.

Reporting & Enforcement

Report breaches via in-app Support. We may remove content, restrict accounts, or terminate access. Serious risks may be reported to authorities.

Online Petitions (Public Cases)

Petitions show public support and create awareness. They are not an official statutory submission process. Only verified accounts may sign. No bots or fake signatures.

Intellectual Property & Ownership

You retain ownership of your content. You grant a limited licence to host and display it to operate the service.

Third-Party Agencies

Representatives may share case information with relevant agencies solely to progress the case.

Consequences of Non-Compliance

Breaches may result in content removal, restrictions or permanent account termination. We may preserve and disclose information where required by law.
