Citizen-Specific Policies

These Citizen-Specific Policies govern the submission of petitions, case handling, and identity verification for Citizens using the Platform.

1. Petition Guidelines

1.1. Purpose and Civic Scope

The Platform permits Citizens to create public Petitions for the purpose of civic engagement, public policy advocacy, or constituency-related matters. Petitions must concern issues that fall within the general remit of public governance, community welfare, or legislative oversight. The Platform does not evaluate the political merit, popularity, or factual accuracy of a Petition or Case, nor does it endorse any position expressed therein. Publication of a petition does not constitute approval, sponsorship, or institutional support by Constituency. From time to time, Constituency may feature or reference certain public or private Cases or Petitions for awareness, informational, or marketing purposes if with prior consent with the citizen. Any such reference shall not be construed as endorsing, favoring, or validating one Case or Petition over another, but is intended solely to promote public engagement and awareness of issues raised on the Platform.

1.2. Public Visibility and Platform Neutrality

Petitions designated as "Public" are accessible to other Users and may be indexed by search engines or shared externally, consistent with the Public Case functionality described on the Platform website. Citizens acknowledge that once published, Petitions may be cached, archived, or redistributed beyond the technical control of the Platform. Constituency does not guarantee removal from third-party search engines or republication platforms.

1.3. Prohibited Petition Content

Petitions must not contain: ● Defamatory statements within the meaning of the Defamation Act 2009; ● Harassment, Harmful Communications and Related Offences Act 2020 ("Coco's Law"); ● Prohibition of Incitement to Hatred Act 1989; ● Criminal Justice (Offences Relating to Information Systems) Act 2017; ● Data Protection Acts 1988–2018 & GDPR; ● Similar contents that constitute harassment, threats, racial discrimination or criminal misconduct. The Platform does not assess political truth but may restrict petitions where there is prima facie evidence of unlawfulness.

1.4. Signature Integrity and Anti-Manipulation

Petition creators shall not artificially inflate signatures through automated means, coordinated bot activity, or misrepresentation of identity. The Platform may implement technical controls, including rate limits and verification checks, to preserve signature integrity. Constituency may invalidate signatures reasonably suspected of fraud without assuming editorial responsibility for petition substance.

1.5. Removal, Closure, and Archiving

Constituency may close or archive Petitions that (1) have achieved their stated objective; (2) become legally non-compliant; (3) present systemic risk; or (4) remain inactive for extended periods. Archiving does not imply endorsement or outcome determination.

2. Case Submission Guidelines

2.1. Private vs Public Case Classification

Citizens may designate a Case as either: ● Private Case — visible only to the selected Representative and office and the submitting Citizen; or ● Public Case — visible to other Users and publicly accessible on the Platform's website. Public Cases may also be indexed by search engines and therefore may be searchable through external search services. The classification selected by the Citizen determines visibility but does not alter the allocation of data controller responsibility as set out in Privacy Policy.

2.2. Lawful Content and Personal Data Responsibilities

Citizens remain solely responsible for ensuring that Case submissions contain lawful and accurate information to the best of their knowledge, do not unlawfully disclose third-party personal data, and are supported by a valid lawful basis where third-party data is included. The Platform does not verify factual assertions but may act upon sufficiently substantiated notices.

2.3. Special Category and Sensitive Data

Citizens shall refrain from submitting special category data (including data revealing racial or ethnic origin, political opinions, religious or philosophical beliefs, or trade union membership, as well as genetic data, biometric data for the purpose of uniquely identifying a natural person, data concerning health, or data concerning a person's sex life or sexual orientation), or criminal offence data unless strictly necessary for the Case and supported by a lawful condition for processing. Constituency may redact or remove such data where inclusion creates disproportionate risk.

2.4. Platform Review and Moderation Interface

All Cases may be subject to automated and human review prior to publication, consistent with the moderation framework under Platform Rules and Safety.

2.5. Escalation and Record Retention

Case retention is governed by the Controller (Representative). Constituency acts solely as a processor in respect of Case data and retains such data only in accordance with documented instructions from the Controller, subject to any overriding legal obligations. Public Cases may persist as civic records subject to lawful deletion requests.

3. Identity Verification Policy

3.1. Purpose and Legal Basis for Verification

Identity verification is implemented to prevent impersonation of Representatives or Citizens, mitigate fraud, preserve civic authenticity, and comply with relevant laws. Verification supports system integrity but does not imply background checks or character certification.

3.2. Verification Process and Data Minimisation

Verification shall require submission of government-issued identification, reviewed manually. Only data strictly necessary to confirm identity shall be processed. Biometric analysis or automated facial recognition is not deployed unless explicitly disclosed and lawfully implemented.

3.3. Storage, Retention, and Security Controls

Identity documents shall be encrypted in transit and at rest, retained only for the duration strictly necessary to confirm account authenticity, and deleted or irreversibly anonymised following verification unless continued retention is required for fraud investigation or compliance with legal obligations.

3.4. Refusal, Failure, or Misrepresentation

Constituency may restrict account access where verification fails, documentation is determined to be fraudulent, or identity cannot be reasonably confirmed. Any such restriction shall be implemented in accordance with the internal complaint mechanism under the DSA-Required Policies.
